The process to merge over 15 labour laws in Jharkhand into just four rule books has slowed considerably. The move, modelled on the Centre’s decision to consolidate 29 central labour laws into four labour codes, was initiated by the state’s Labour and Employment Department.
As per officials, the Labour Department had prepared the proposal and sent it to the Law Department for approval. However, the Law Department returned the file with certain objections. Since then, the process has lost momentum. The Centre had already replaced 29 central labour laws with four codes, passed by Parliament. Occupational Safety, Health and Working Conditions Code, Industrial Relations Code, Code on Wages, and Social Security Code.

Four New Rules Proposed for Jharkhand
The Ministry of Labour and Employment has not yet issued the draft rules for the proposed laws. After the Centre’s step, Jharkhand had started work on merging its own state-level laws, but progress has remained slow.
The state Government plans to merge more than 15 labour laws into four comprehensive rule books. Occupational Safety, Health and Working Condition (Jharkhand), Industrial Relation (Jharkhand), Workers’ Wages (Jharkhand), and Social Security (Jharkhand). Once the proposal gets legal approval, it will be placed before the Cabinet for final clearance.
