The Union Public Service Commission (UPSC) has scheduled a new date, 10th November for the long pending meeting to consider promotions from the Jharkhand State Police Service to the Indian Police Service (IPS). The panel will examine the names of 17 senior DSPs for nine vacancies, along with the delayed case of Additional SP Avinash Kumar, whose promotion has been pending under a court order.

17 DSP Files to Be Reviewed, But DGP Attendance Still Not Confirmed
While the date has been formally notified, UPSC has not clarified whether it will allow Director General of Police (DGP) Anurag Gupta to participate in the meeting. The issue has remained unresolved since 13th August, when the earlier promotion board meeting was cancelled after UPSC refused to recognise Anurag Gupta as the State DGP. The Commission had stated that the Centre considers him retired from 30th April, and had rejected the State Government’s move to grant him service extension.

The upcoming meeting is expected to be attended by Chief Secretary Avinash Kumar and Home Secretary Vandana Dadel, but clarity on the DGP’s seat is still awaited. The State Government had urged UPSC to either allow Gupta’s participation or hold the meeting without him, justifying that eligible officers were being denied timely promotion.

Legal and Administrative Dispute Behind Delay
The Centre had earlier written to Jharkhand, saying Anurag Gupta’s extension was “invalid and unconstitutional” under service rules. The State, however, maintained that the extension was lawful and had sought UPSC’s concurrence on that basis. The disagreement led to the collapse of the August meeting, forcing the State to again request a rescheduled date. This delay has left several senior DSPs, some of whom have been in the promotion zone for years, waiting for IPS induction. The list includes officers Shivendra, Radha Prem Kishore, Mukesh Mahato, Nisha Murmu, Surjit Kumar, Rahul Dev Baraik and others.

10th November Will Decide Promotion Future
Whether UPSC accepts or bypasses the disputed DGP position will determine if the promotions finally move ahead or face another postponement. If unresolved, it may result a legal escalation from the affected officers, who argue that administrative conflict between Delhi and Ranchi should not stall their career progression.
