The proposed 50 MW solar power project at Tenughat Thermal Power Station in Lalpania, Bokaro has failed to draw interest from companies despite three extensions of the tender deadline. The project, with an estimated cost of Rs. 275 crore including a state share of Rs. 82.5 crore, was floated in May 2025, but no bids were received till 19th August 2025.
TVNL MD Anil Sharma Defended the Eligibility Condition
Industry sources said the condition requiring bidders to have prior experience of setting up at least 10 MW capacity solar plants discouraged participation. While the deadline has now been extended to 25th August 2025, there has still been no response. Tenughat Vidyut Nigam Limited (TVNL) Managing Director Anil Sharma maintained that for a 50 MW plant, such an eligibility criterion was reasonable. However, he added that the technical team was reviewing the issue and changes could be made with government approval if needed.

TVNL Exploring New Options
The solar project is planned on surplus land at the Tenughat site, where TVNL already operates a 420 MW thermal power plant. The power generated will be supplied to Jharkhand Bijli Vitran Nigam Limited (JBVNL). With financing support from Power Finance Corporation in place, TVNL is keen to push the project, but procedural hurdles around tender conditions may force the company and the State Government to revisit the bidding requirements to attract developers.
