Santosh Kumar Gangwar, the Governor of Jharkhand State on 26th August 2025 administered the oath of office and secrecy to Justice (Retd.) Navneet Kumar as the new Chairman of the Jharkhand State Electricity Regulatory Commission (JSERC). The swearing-in ceremony was organized at the Darbar Hall of Raj Bhavan.
At the ceremony, Chief Secretary Alka Tiwari read out the Government’s notification of Justice Kumar’s appointment. Following this, Additional Chief Secretary to the Governor, Dr. Nitin Kulkarni, invited the retired judge to take the oath. The Governor then administered the oath and conveyed his best wishes to the newly appointed chairperson.

CM Soren Attended the Oath Ceremony
The event was attended by Chief Minister Hemant Soren, MLA Kalpana Soren, Chief Secretary Alka Tiwari, Additional Chief Secretary to the CM Avinash Kumar, and Principal Secretary (Home, Prisons & Disaster Management) Vandana Dadel. Senior officials from the Indian Administrative Service and Indian Police Service, prominent guests, and family members of Justice Kumar were also present.
Justice Navneet Kumar, who served as a judge of the Jharkhand High Court, will now lead the State’s Power Regulator. His appointment comes at a time when Jharkhand is focusing on reforms in its electricity sector to improve distribution, tariff regulation, and consumer services.
