Indian Revenue Service (IRS) officer and former Panchayati Raj Director, Nesha Oraon, has been appointed as the Additional Commissioner of Income Tax (Exemptions), Range-2, Ranchi. In her new role, she will supervise tax exemption matters concerning all NGOs, educational institutions, hospitals, political parties, statutory boards, and sports associations, including the Jharkhand Cricket Association. Her mandate includes the scrutiny of exemption claims, review of work under prescribed guidelines, conducting surveys, and curbing misuse and money laundering.
Several income tax officers across different districts will now function under her jurisdiction. Alongside her tax administration role, she has also been named the observer for the UPSC mains examination at the Ranchi center, where 204 aspirants, including two differently-abled candidates, are appearing this year.

Before her posting to the Income Tax Department, IRS officer Nesha Oraon served as Jharkhand’s Director of Panchayati Raj, where she framed rules under the PESA Act, initiated digital planning at the panchayat level, and re-opened defunct panchayat buildings. During her tenure, construction began for 176 new panchayat buildings, ensuring that village bodies had functional offices. She also channelised central funds effectively to train elected representatives at the grassroots.
Earlier, as Director of Agriculture, she introduced a blockchain-enabled seed distribution system linked to Aadhaar cards, ensuring transparency in the supply of subsidised seeds to farmers. This pioneering step was the first of its kind in the country and has been recognised as a model for digital governance in agriculture.
