Adani Power Limited, the country’s largest private sector thermal power generator, has received a Letter of Award (LoA) from Bihar State Power Generation Company Ltd. (BSPGCL) to build and operate a 2400 MW ultra-supercritical thermal power plant at Pirpainti in Bhagalpur district. The LoA covers a 25-year long-term procurement arrangement with North Bihar Power Distribution Company Ltd. (NBPDCL) and South Bihar Power Distribution Company Ltd. (SBPDCL). The signing of the Power Supply Agreement (PSA) will follow shortly.
Proposed Investment is Rs. 25000 Crores
Adani Power secured the project through a tariff-based competitive bidding process, offering the lowest supply price at Rs. 6.075 per unit. The company will invest around 3 billion USD (approx. Rs. 25,000 crores) in setting up the plant and associated infrastructure. The project is expected to generate 10000 to 12,000 direct and indirect jobs during construction and around 3000 once operational.

Land, fuel and water linkage
The State Government has already acquired 1200 acres of land for the project. Coal supply of 10.43 MTPA is likely to be tied up with nearby mines of Eastern Coalfields Limited, while 60 Cusecs of water will be drawn from the Ganga River, subject to Government approval. SBI Capital Markets Ltd., Mumbai has been appointed as consultant for the project.
New Plant to Give Steady Power to Bihar
Once operational, the Pirpainti plant will supply electricity primarily to NBPDCL and SBPDCL, strengthening the state’s energy network. Any surplus power may be sold in the open market. The project is expected to provide uninterrupted and affordable power to Bihar, supporting agriculture, industries, and urban consumers, while giving a strong push to the state’s economic growth.
