The Coal Ministry has charge-sheeted Bharat Coking Coal Limited’s (BCCL) former Chairman-cum-Managing Director Samiran Dutta and ex-Director Finance Rakesh Sahay in connection with alleged irregularities worth Rs. 1,500 crores in outsourced mining contracts. Both officers, who are retiring on 31st Augusts 2025, will not receive their gratuity and post-retirement medical benefits until they are cleared of the charges.

Investigations by the Central Vigilance Commission (CVC) found that Heavy Earth Moving Machinery (HEMM) contracts at Kujama Patch-G and Bhoura Four-A Patch were approved with deviations far exceeding the 30% ceiling stipulated in tender documents. Sources said approvals were granted during technical and tender committee meetings held in June 2023 and February 2024, and later endorsed by functional directors.

Notice Issued to Many Senior officials
Apart from the two retired directors, more than half a dozen serving general managers and several senior officials of BCCL have been issued show-cause notices. The vigilance wing had earlier questioned six officers from the technical committee on the grounds for permitting deviations beyond the prescribed limit. Responses were sought between 20th to 31st August 2025, with the entire case file now forwarded to the Coal Ministry and the CVC.

The probe has widened to cover several mining contracts awarded since 2021, raising questions about the functioning of BCCL’s contract management department. Sources indicated that nearly three dozen officials, including members of tender and technical committees as well as nodal officers, are under the scanner. Legal experts expect the charge-sheeted officers to approach the labour court, where interim relief on gratuity is seen as likely.
