The Jharkhand Cabinet, chaired by Chief Minister Hemant Soren, approved 66 proposals on 02nd September 2025, covering law and order, cultural institutions, infrastructure, and welfare reforms. The wide-ranging approvals shows the Government’s push towards strengthening Governance, promoting culture, and upgrading civic and social amenities across the State.
Cabinet Secretary Vandana Dadel said that the meeting gave its nod to the expenditure incurred on the 16th Finance Commission meetings and approved the Jharkhand State Road Safety Rules-2025. Another significant decision was the formation of Jharkhand State Displacement and Rehabilitation Commission (Rules, 2025), and establishment of the State Sangeet Natak Akademi, Sahitya Akademi, and Lalit Kala Akademi, aimed at promoting art, literature, and performing arts in the state.

The Cabinet also approved amendments to the Right to Education Act in Jharkhand and allowed a withdrawal of Rs. 20 crores from the Contingency Fund. In a landmark move, the Government cleared the formation of the Jharkhand State Displacement and Rehabilitation Commission-2025. The body will assess housing, education, and livelihood standards of displaced families, while also conducting socio-economic surveys to advise the Government.
Among other highlights, the Cabinet approved the amendment to the Jharkhand Tourism Development and Registration Act, sanctioned road projects worth several hundred crores across Ramgarh, Dhanbad, and Chaibasa, and cleared the transfer of roads between departments for better execution. The Government also ratified the Jharkhand Coaching Centre (Control and Regulation) Bill-2025.
The power sector too saw major allocations with over Rs. 1,000 crores cleared for new transmission lines and substations across Dhanbad, Sindri, Chas, and Maithon, while the Pataratu Super Thermal Power transmission project was revised to Rs. 1,842 crore. The cabinet also approved the transfer of the Morabadi residence of veteran leader Shibu Soren, popularly known as “Guruji”, to his wife Roopi Soren.

The meeting also cleared procurement of modern rescue vehicles for fire services, formation of the Jharkhand Budget Stabilisation Fund Rules-2025, and amendments in GST-related registration processes.

- Sanction of Rs. 20 crore from the Jharkhand Contingency Fund as advance to meet law-and-order related expenses across districts for FY 2025-26.
- Approval to implement Guidelines for Recording Evidence of Vulnerable Witnesses, 2025.
- Nod for the Jharkhand Road Safety Fund (Amendment) Rules, 2025.
- Decision that services of temporary clerks regularised after 1st December 2004 will now be counted for pension, gratuity and family pension purposes.
- Approval to republish the Census 2027 notification in line with the Union Home Ministry Gazette dated 16 June 2025.
- Clearance for Jharkhand Deceased Donor Organ and Tissue Transplantation Guidelines.
- Manual scavenger welfare matters to be officially included under the responsibilities of the Women, Child Development and Social Security Department.
- Administrative approval of Rs. 34.36 crore for reconstruction of Bariatu–Hundru via Tonagatu Inland Power Limited (IPL) Factory Road (6.263 km, Ramgarh district), including land acquisition and plantation, with transfer of responsibility to the Road Construction Department.
- Adoption of Inland Vessel (Life Saving Equipment) Rules, 2022 of the Ministry of Ports, Shipping & Waterways in Jharkhand.
- Formation of the Jharkhand State Academy of Fine Arts, to promote visual and applied arts across the state and strengthen cultural unity.
- Approval for the Jharkhand State Academy of Literature, aimed at promoting regional languages (excluding tribal languages) and literary activities statewide.
- Clearance for amendments in Registration/Renewal Rules 2012 under the Drinking Water & Sanitation Department.
- Pension benefits sanctioned for teachers and staff of 180 aided madrasas and 11 Sanskrit schools approved during undivided Bihar.
- Administrative approval of Rs. 1,851.67 crore (3rd revised estimate) for the Punasi Reservoir Project.
- Removal of the condition for capturing live photographs of applicants under the Mukhyamantri Maaiyaan Samman Yojana.
- Formation of the Mukhyamantri Jharkhand International Migrant Workers Relief and Assistance Fund to bring back bodies of deceased migrant workers from abroad, provide financial aid, and support workers returning home.
- Extension and state share approval for the central scheme PM Formalisation of Micro Food Processing Enterprises (PMFME) in FY 2025-26.
- Administrative approval of Rs. 49.10 crore (2nd revised) for construction of a Road Over Bridge (ROB) at Level Crossing No.04/E on Jasidih–Deoghar–Baidyanath Dham route, with Rs. 40.63 crore as state share (including land acquisition). Funds to be advanced to the Railways.
With this sweeping set of approvals, the State Government of Jharkhand has signaled a mix of developmental, cultural, and welfare-focused governance, touching nearly every sector in Jharkhand.
