GST Council Fixed Slabs, Approves Two-Tier Structure from 22nd Sept
The GST Council has overhauled the tax regime, cutting four slabs to two, 5% and 18% effective 22nd September. Essential items like roti, paratha, life-saving drugs, and personal insurance go tax-free. Cement and auto parts fall to 18%, while luxury items like big bikes, pan masala, and tobacco face 40%. PM Modi hailed the reforms as citizen-friendly and business-friendly.
GST Reforms May Cost Jharkhand Rs. 2,000 Crore Annually: Minister
Jharkhand Finance Minister Radhakrishna Kishore warned that the new GST reforms could cause a revenue loss of Rs. 2,000 crore annually, hitting sectors like automobiles and cement. Speaking at the GST Council meet, he said Jharkhand, a manufacturing state, loses out as most coal and steel go to consumer states. He sought a compensation mechanism to safeguard states’ fiscal autonomy.
NHRC Puts Godda DC, SP on Notice in Hansda Case
The National Human Rights Commission has sought an action-taken report from Godda’s DC and SP within four weeks in the alleged Surya Hansda encounter case. Acting on AJSU’s complaint, NHRC formed a Special Investigation Team under Section 12 of the Human Rights Act. Notices question delayed intimation, with AJSU calling it police barbarity against tribals.
Jharkhand Cabinet Approved 66 Proposals
The Jharkhand Cabinet, chaired by CM Hemant Soren, approved 66 proposals on 2nd Sept 2025. Key decisions include new road safety rules, a Displacement and Rehabilitation Commission, and amendments to the Right to Education Act. The Cabinet also cleared cultural academies for arts and literature, approved Rs. 20 crore from contingency funds, and ratified Finance Commission expenditure.
Jharkhand Cabinet Approved Displacement Commission
The Jharkhand Cabinet, chaired by CM Hemant Soren, approved 67 proposals, including rules for forming the State Displacement and Rehabilitation Commission. The body will have a chairperson with at least 10 years’ experience in resettlement issues, a retired administrative officer, and a retired district judge as members. The commission will function for a maximum tenure of three years.
Displacement Commission Finally Formed in Jharkhand After Long Wait
The Jharkhand Cabinet has approved the long-pending Displacement and Rehabilitation Commission Rules-2025, giving shape to the long-demanded body. The commission will address issues of people displaced by projects of NHAI, NTPC, GAIL, CCL, BCCL, ECL, and dams. Headed by an expert with 10 years’ resettlement experience, it will include retired officials, judges, community representatives, and conduct socio-economic surveys for rehabilitation.
Mines and Geology Director Manoj Kumar Retired
Mines and Geology Director Manoj Kumar retired on 31st August. A farewell was held at the Engineers Bhawan, Geology Directorate, followed by a formal ceremony at Hotel Park Prime on 1st September. Senior officers of the Mines and Geology Department attended the event, praised his contributions, and extended best wishes for his future.
Alok Tripathi Takes Charge as North Karanpura Project Head
Alok Kumar Tripathi has been appointed the new Head of Project (HOP) at NTPC North Karanpura, Tandwa, succeeding S.K. Suar, who served for a year and has now been transferred to Kanti plant. Tripathi, earlier Chief General Manager at NTPC Ramagundam, assumed charge on 1st September. He called it an honour and pledged to accelerate the project with his team.
Centre Amends Forest Rules for Strategic Minerals and Projects
The Government has amended the Forest (Conservation and Augmentation) Rules, 2023, creating a formal category for critical and strategic minerals. As per the August 31 notification, user agencies can now file offline proposals for defence, strategic or national interest projects. Some projects may also begin before final approval. The rules apply to minerals listed under the MMDR Act and Atomic Energy Act.
