Jharkhand Chief Secretary Alka Tiwari is retiring from service on 30th September 2025, creating a vacancy for the State’s top bureaucratic post in Jharkhand. A 1988 batch IAS officer, Tiwari’s retirement, setting an opportunity for a new appointment at the top post of the state administration.
IAS Shailesh Kumar Singh is the Next as per Seniority List
According to the seniority list, Shailesh Kumar Singh (JH-1991) is next in line. Currently posted on Central deputation, Singh serves as Secretary in the Ministry of Rural Development. Following him are Nidhi Khare (JH-1992) also on Central deputation, and Avinash Kumar (JH-1993), who is serving as Additional Chief Secretary to the Chief Minister. Avinash Kumar’s tenure extends till August 2029.

No IAS Officer is in Jharkhand of 1994 Batch
Beyond the top three names, the 1995 batch officers are also considered strong contenders. Ajay Kumar Singh, Additional Chief Secretary (Health), Nitin Madan Kulkarni, Additional Chief Secretary to the Governor, and Satyendra Singh, presently on Central deputation, figure prominently on the list. Interestingly, the 1994 batch has no IAS officer currently serving in Jharkhand, leaving a gap in the seniority ladder.
