In a landmark move set to transform Bihar’s power landscape, the State Government on Friday signed a long-term Power Supply Agreement (PSA) with Adani Power Limited for the 2400 MW Pirpainti Thermal Power Project in Bhagalpur district. The PSA was signed at Vidyut Bhawan, Patna, with Chief Engineer Murtaza Halal, Purushottam Prasad and Deepak Kumar Singh representing BSPHCL, while Abhishek Tyagi signed on behalf of Adani Power. The Rs. 30,000 crores project, the largest power sector investment in Bihar since Independence, is expected to create thousands of jobs and significantly increase electricity availability in the state.

Fast-Tracked from Cabinet Approval to Agreement
The project was approved by the Bihar Cabinet in February 2025, appointing Bihar State Power Generation Company Limited (BSPGCL) as the nodal agency. In just seven months, the deal was finalised. Energy, Planning and Development Minister Bijendra Prasad Yadav called the project a “milestone” for Bihar, stating that reforms since 2005 have taken electricity to every village and created jobs.

Diwali 2028 is Deadline for First Unit
BSPHCL CMD Manoj Kumar Singh said the first unit is targeted to be ready by Diwali 2028, with efforts to complete work earlier. “The cost is estimated at Rs. 27,000 crores and may go up to Rs. 30,000 crores. Our commitment is to complete this project on time and ensure a hassle-free experience for investors,” he said.

Mahendra Kumar, MD of SBPGCL and SBPDCL, credited strong leadership for the quick turnaround and assured a time-bound execution. The project is expected to not only improve power generation but also set a new benchmark for investment climate in Bihar, making it a preferred destination for industrial growth.
