A special committee of the Jharkhand Assembly has begun investigating allegations of farmland encroachment and illegal overburden (OB) dumping by outsourcing companies operating in Bharat Coking Coal Limited (BCCL)’s Area-10. The committee, reached Dhanbad on 17th September 2025, led by Tundi MLA Mathura Prasad Mahto of JMM and includes legislators across party lines.
Meetings with DGMS and District Administration
The panel held discussions with officials from the Directorate General of Mines Safety (DGMS) and the district administration to understand the scale of OB dumping and compliance with mining regulations. Members said they would conduct spot inspections at several BCCL collieries to verify whether dumping is taking place within approved limits and as per environmental guidelines.

Farmers’ Concerns and Assembly Pressure
The committee was formed after multiple MLAs raised concerns in the Assembly about farmland being encroached upon by contractors working for BCCL. Reports have also highlighted that farmers opposing the dumping being allegedly threatened or assaulted. Legislators said the probe is aimed at ensuring that landowners’ rights are protected and that mining operations follow due process.

Demand for Lease and Pollution Records
The panel has asked for details of the duration of coal mining leases, forest land clearances, and steps taken by companies to control air and water pollution caused by OB dumping. Due to heavy rains on 17th September, the panel could not visit all designated areas but confirmed that inspections would continue till 21st September.
