Jharkhand Government on Tuesday appointed senior IAS officer Avinash Kumar as the new Chief Secretary of the State. Avinash Kumar, a 1993-batch IAS officer of the Jharkhand cadre, replaced Alka Tiwari, who is retiring today after a long administrative career.

Vast experience across key departments
Before being elevated to the State’s top bureaucratic post, Avinash Kumar was serving as Additional Chief Secretary in the Chief Minister’s Office and also held the charge of Development Commissioner. He simultaneously managed critical assignments such as Additional Chief Secretary (Energy), Chairman-cum-Managing Director of Jharkhand Urja Vikas Nigam Limited (JUVNL), and Managing Director of Jharkhand Bijli Vitran Nigam Limited (JBVNL). His long tenure across these roles gave him hands on experience in some of the State’s most important department.

Transition After Alka Tiwari’s Retirement
Avinash Kumar’s appointment comes as the retirement of Alka Tiwari, a 1988-batch IAS officer, who served as Chief Secretary until 30th September. Her exit had initiated speculation over the successor, with Avinash Kumar and senior IAS officer Ajay Kumar Singh being seen as frontrunners. The Government finally handed Avinash Kumar the responsibility of steering the State’s administrative departments.

Challenges and expectations ahead
As Chief Secretary, Avinash Kumar is now tasked with overseeing policy implementation, ensuring coordination across departments, and guiding the State’s Governance priorities. His track record in the Energy Sector, Development Planning, and direct coordination with the Chief Minister’s Office is expected to help him navigate the complexities of Jharkhand’s administrative and developmental landscape.

Additional Appointments Announced
Alongside Avinash Kumar’s elevation, the Government assigned Ajay Kumar Singh, IAS, who is currently as ACS, Health, Medical Education and Family Welfare Department, with additional charge as Development Commissioner until further orders.
