The Dhanbad District Transport Department is set to issue a notice to Bharat Coking Coal Limited (BCCL) after discovering widespread irregularities in vehicles engaged in coal transportation across its mining areas. Acting on the direction of Deputy Commissioner-cum-District Magistrate Aditya Ranjan, the department has initiated a detailed verification drive against heavy vehicles operating under the company’s fleet.

1500 Vehicles Under Scrutiny
District Transport Officer (DTO) Diwakar C. Dwivedi confirmed that a digital audit was conducted through the JIMMS online portal, covering more than 1500 vehicles, ranging from tippers and dumpers to excavators and trucks used in coal logistics. The analysis revealed that a large number of vehicles lacked valid registration, fitness certificates, or up-to-date road tax records. The department has started preparing formal notices to BCCL management, which will be issued within the month.

Missing Records and Outdated Documentation
Officials said several of BCCL’s older vehicles have no digital or physical documentation, complicating verification. The Transport Department has sought a comprehensive vehicle list from the BCCL management. Coordination has also been established with the District Mining Office to cross-check transport permits and mining challans. Vehicles with missing or invalid records are being identified for action under the Motor Vehicles Act and the Jharkhand Taxation Act.

Heavy Revenue Loss to the State
Authorities estimate that the failure to deposit road tax on time has caused significant revenue loss to the state exchequer. The department is now preparing to recover pending dues from BCCL and private contractors operating within its lease areas. Around 1500 goods vehicles and 85 passenger vehicles are currently under active monitoring. The department is also keeping a close watch on coal vehicles entering public roads without valid insurance or fitness certificates.

Crackdown on non-compliant operators
The district administration has intensified inspections in and around coalfields to detect non-compliant vehicles in real time. Teams have been activated to intercept such vehicles operating without valid papers. The drive, officials said, aims to plug long-standing gaps in tax compliance and improve transparency in coal transportation operations in Dhanbad.
