The Anti-Corruption Bureau (ACB), Ranchi, has registered a preliminary enquiry (PE) against former Ranchi Deputy Commissioner and IAS officer Rai Mahimapat Ray in a case related to alleged disproportionate assets. The action was initiated on the basis of an Income Tax Department report, which flagged significant variations between Ray’s known income and properties acquired during his tenure in Ranchi, Jharkhand.

Probe Based on Income Tax Inputs
According to officials, ACB lodged PE No. 2/25 after receiving clearance from the Cabinet Secretariat and Vigilance Department. Ray, a 2011 batch IAS officer of the Jharkhand cadre, is currently on central deputation and posted with the World Bank. He served as Ranchi DC from February 2018 to July 2020, the period during which the alleged illegal assets were accumulated.

Agencies Collecting Property Details of Entire Family
The enquiry is being led by DSP Santosh Kumar, who has sought records from the Revenue and Land Reforms Department on immovable properties registered in the name of Rai Mahimapat Ray and his family members. The ACB has also written to the Transport Department for details of vehicles registered under the names of Ray, his wife Hem Borkar, mother Kumkur Ray, and two children.

Multiple Departments Asked to Submit Records
Officials said the investigation aims to establish whether the assets acquired during Ray’s Ranchi posting are proportionate to his lawful income. The departments concerned have been asked to furnish certified land deeds, registry documents, vehicle ownership records, and other supporting papers that may confirm or contradict the allegations.
