The Jharkhand Government is set to operationalise the newly formed State Displacement and Rehabilitation Commission that will oversee socio-economic surveys and suggest measures for families affected by land acquisition. The notification was issued after cabinet approval under Section 109(p) of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013.

Mandate and Responsibilities Defined
According to the notification, the Commission will be tasked with identifying vulnerable individuals, families and communities displaced by Government projects and recommending suitable rehabilitation measures. It will collect data on employment, income, housing, health, education, social and cultural background, and access to basic services such as water, sanitation and electricity. It will also provide data to Government institutions for planning and research and submit periodic suggestions to the State Government.

Infrastructure and Staffing Underway
Sources said that the preparations are on to make the commission functional at the earliest. A letter has been sent to the Building Construction Department to provide an office building. Recruitment of clerical staff, computer operators and other support staff has begun. Once the infrastructure and manpower are in place, applications will be invited for the appointment of the chairperson and members.

The commission will be headed by a chairperson with at least ten years of experience in community development or rehabilitation. Two members will be drawn from among retired senior officers or district judges/lawyers with at least ten years of practice. Up to three invitee members from SC/ST/OBC communities may be included on an honorary basis. The Deputy Commissioner, Zila Parishad Chairperson, Circle Officer and traditional village heads of the concerned district will also be part of the panel. A Deputy Secretary-level officer from the Revenue Department will act as Member Secretary. The tenure of the commission will be three years, and its accounts will be audited annually.
