Under the One Nation One Registration initiative, Government introduced a completely paperless and digital process for land and property registration. Now, the entire process of registering land, flats, houses, or commercial properties will now be online and paperless. The pilot phase of the initiative will initially cover Ranchi, Dhanbad, and Jamshedpur districts of Jharkhand.

Fully Digital Process for Buyers and Sellers
Under the new system, property buyers and sellers can now upload necessary documents directly on the registration portal. The sub-registrar’s office will schedule verification and biometric authentication at a fixed date and time. Once verified, the digitally signed registered deed will be shared instantly in PDF and Word formats through email, WhatsApp, and DigiLocker, eliminating the need for physical copies.

Citizens can even complete the process from home using video-based KYC verification. This facility allows the sub-registrar to authenticate parties online, approve the deed through digital signatures, and deliver the final document immediately, marking a major step towards e-Governance in public registration services.

Error Redressal and Verification by District Registrar
In case of document discrepancies or rule violations, the system automatically routes the file to the District Registrar’s (DC) login for review. The DC can recheck and approve the deed as per regulations. This layered verification ensures accuracy, transparency, and minimal manual intervention. The online portal will also facilitates advance payment of stamp duty and registration fees.

Towards a Unified National Land Record
The One Nation One Registration programme aims to bring all property and land records across India into a single, secure digital network. Using IP-based technology, every land parcel will be assigned a Unique Land Parcel Identification Number (ULPIN), integrated with the National Generic Document Registration System (NGDRS). Once implemented nationwide, it will allow seamless access to verified land data across States, reducing fraud and simplifying property transactions. This pilot phase of the initiative will makes Jharkhand one of the first States to align with the national digital property ecosystem.
