The Coal Ministry will hire a research institution to assess ongoing central schemes, including coal exploration and safety projects, and recommend their continuation beyond FY26. Bids are open until 7th July.

he Ministry of Coal is set to appoint a reputed academic or research institution to evaluate the performance and relevance of its ongoing Central Sector Schemes (CSS), as part of a larger review process to decide their continuation beyond the financial year 2025–26. The Ministry has issued a Request for Proposal (RfP), inviting bids from institutions with expertise in geology and mining. Interested parties have until 7th July , 2025, to submit their proposals, with the bids scheduled to be opened the following day.
The chosen institution will be tasked with a comprehensive evaluation of various schemes run by the Ministry, particularly those focused on coal exploration and drilling, research and development, mine safety, environmental conservation, and infrastructure development in coal mining areas.
Scope of the Evaluation
The selected bidder will be expected to Assess the effectiveness of each scheme, identifying strengths and weaknesses in their planning, administration, and implementation. Review current rules and procedures, and recommend if any updates are needed to improve outcomes. Suggest whether each scheme should continue into the 16th Finance Commission period (post FY26). Evaluate outcome-based performance indicators, provided by the Ministry, to judge the impact of each program. Review methodologies used in coal exploration and preparation of Geological Reports (GR), and suggest improvements in cost and accuracy. Examine the implementation of the Master Plans for Jharia and Raniganj coalfields, specifically in handling issues such as underground fires, land subsidence, rehabilitation of affected communities, and diversion of infrastructure. The final evaluation report will need to be submitted within three months from the date of agreement signing.
