Jharkhand Bijli Vitran Nigam Limited (JBVNL) has filed a review petition before the Jharkhand State Electricity Regulatory Commission (JSERC), challenged the 6.34% tariff hike approved for FY2025-26. The JBVNL argued that the regulator’s 30th April 2025 order underestimated its revenue requirement and sought a revised tariff structure. The commission will hear JBVNL’s petition on 10th October.
Regulatory Approved only 6.34% Hike Against 402% Demand
In its order, JSERC approved a 20-paise per unit hike for urban consumers and 40-paise for rural consumers, taking the average tariff to Rs. 6.85 per unit from 1st May 2025. The JBVNL had sought an overall 40.02% hike, proposing Rs. 8 per unit. The review petition covers truing up of FY2023-24, annual performance review (APR) of FY2024-25, and annual revenue requirement (ARR) and tariff determination for FY2025-26. JBVNL said higher revisions were necessary to stabilize its finances and ensure fair, transparent rates for consumers.

Public hearing Schedule on Draft Tariff Regulations
Alongside the review, JSERC has also called a public hearing on 25th August 2025 to discuss draft regulations for determination of generation and transmission tariffs under the Electricity Act, 2003. The consultation will be organized at the commission’s auditorium in Ranchi, inviting participation from stakeholders, consumers, and experts. The process, repeated every five years, will help to frame new tariff rules while retaining relevant existing provisions.
