The Jharkhand Government has appointed Justice (Retd.) Navneet Kumar, former Judge of the Jharkhand High Court, as Chairman of the Jharkhand State Electricity Regulatory Commission (JSERC). The appointment, notified by the state’s energy department under Section 84(2) of the Electricity Act, 2003, will be effective from the date he assumes charge. His tenure will extend for five years or until he attains the age of 65 years, whichever is earlier.

Long Judicial Tenure at Jharkhand High Court
Justice Kumar retired from the Jharkhand High Court on 19th March 2025, after a judicial career of more than two decades. Elevated to the High Court in October 2021, he presided over 6532 cases, ensuring timely adjudication and efficiency in judicial processes. Prior to this, he served as a District Judge for nearly 20 years, delivering judgments in over 18319 cases. He also held key positions including Principal Secretary to the Chief Justice of Jharkhand, Judicial Commissioner of Ranchi, and Member Secretary of the Jharkhand State Legal Services Authority (JHALSA), where he worked extensively on legal aid and awareness initiatives.

Justice Kumar’s appointment is expected to bring judicial discipline, transparency, and efficiency to the functioning of JSERC, a body central to tariff regulation, consumer protection, and sectoral reforms in Jharkhand’s electricity sector.
