Union Minister of State for Coal Satish Chandra Dubey on 26th August 2025 met Jharkhand Chief Minister Hemant Soren at the Jharkhand Assembly, where the two leaders held a detailed discussion on coal mining, rehabilitation, and the long-pending Jharia master plan. The meeting also focused on the issues concerning major coal PSUs, including BCCL, CCL and ECL.
CM Soren Insisted to Return Used Land to Raiyats
Chief Minister Hemant Soren insisted that once mining activities are complete, the land should be returned by the Centre to the State so it can be restored to original raiyats. He highlighted the need for rehabilitation of displaced families, local employment opportunities, environmental balance and infrastructure development in coal bearing areas. Coal Minister of State, Satish C. Dubey said that it was a positive talk with CM Jharkhand and also added that the Centre and the state would work jointly to resolve issues affecting Jharkhand’s coal sector. He assured that problems related to coal companies would be addressed soon, keeping in mind both the state’s revenue interests and people’s welfare.

Top Bureaucrats and Coal Officials Attended the Meeting
The meeting was attended by Chief Secretary Alka Tiwari, Mines Secretary Arwa Rajkamal, Mines Director Rahul Sinha, CMPDI CMD Manoj Kumar, BCCL CMD Samiran Dutta, CCL CMD Neelendu Kumar Singh, and BCCL Director (Technical) M.K. Agrawal. Officials said the discussions also covered rehabilitation frameworks and ways to achieve full implementation of the Jharia master plan.
