The ongoing tussle between the Jharkhand Government and the Union Public Service Commission (UPSC) over the appointment of the State’s Director General of Police (DGP) has once again derailed the long-pending process of promoting DSP rank officers to the Indian Police Service (IPS). The UPSC refused to recognise the current DGP, Anurag Gupta, leading to the cancellation of the promotion committee meeting that was scheduled in New Delhi on 13th August 2025.

Meeting Cancelled Over DGP Recognition
The promotion committee, which includes the Chief Secretary, Home Secretary, and the state’s DGP, was to deliberate on 17 DSP files for filling nine vacant IPS cadre posts. Chief Secretary Alka Tiwary, Principal Secretary (Home, Jail & Disaster Management) Vandana Dadel, and DGP Anurag Gupta attended the meeting, but UPSC did not accept Gupta’s nomination as DGP. The commission subsequently cancelled the meeting and refused to endorse the State Government’s recommendation.

Government Appeals for Solution
The Jharkhand Government has urged the UPSC to either allow Gupta to participate or to convene the meeting in his absence to prevent further delay. Officials said that unnecessary postponement was hurting the career prospects of senior police officers who have been awaiting their promotions for years.
The delay has created resentment among senior DSPs whose files are under consideration, including officers like Rajesh Kumar, Avinash Kumar, Nisha Murmu, and others. They fear that prolonged uncertainty could affect not only their personal career growth but also the administrative efficiency of the State Police. The Government is expected to pursue the matter with UPSC to fix a new date for the promotion committee meeting at the earliest.
