The Indian Institute of Coal Management (IICM) Workers’ Union has warned of a phased agitation if the long-pending demands of contract workers are not met within 15 days. In an emergency meeting organized today at the Indian Institute of Coal Management (IICM), Kanke, union president Ajay Rai alleged that despite a landmark decision by the Coal India Limited (CIL) board to provide insurance, housing, education, and health facilities to contract workers, the management has failed to implement them.

Ajay Rai added that workers’ wages, gratuity, and bonus have been withheld for two months, and the salary for August remains unpaid, a clear violation of labour law, which mandates payment between the 1st and 5th of every month. He added that most of the workers have been serving for nearly 30 years without being regularised or promoted, while a few “favourites” have allegedly received arbitrary promotions.

Union’s Warning and Next Steps
Expressing anger, Rai stated, “If our demands are not addressed within 15 days, we will start a phased agitation, and the entire responsibility will rest with IICM management and administration.” The union announced that copies of its memorandum will be sent to Union Coal Minister, Jharkhand Chief Minister, CIL Chairman, and Labour Commissioner, seeking their immediate intervention.
Workers Demanded Basic Facilities
The union has sought timely payment of wages, release of pending gratuity and bonuses, and the implementation of insurance and healthcare benefits promised by the CIL board. It has also demanded housing and education facilities for workers’ children. Members said that if their grievances remain unaddressed, the agitation would escalate, potentially impacting operations at the institute.
