The Jharkhand Government formally executed the lease deed for the Rakha Copper Mine in East Singhbhum district. The deed, signed by Deputy Commissioner Karn Satyarthi on behalf of the Government, extends the lease for 20 years and clears the way for Hindustan Copper Limited (HCL) to restart operations at the long-shut mine.

HCL’s Executive Director and Unit Head of Indian Copper Complex signed the agreement from the company’s side. The project is expected to produce around 3 million tonnes of copper ore annually, supported by a new concentrator plant of equal capacity. Officials said this would generate around 10,000 direct and indirect employment opportunities, giving a major push to local economic activity and supporting the state’s vision of inclusive growth.
The reopening of Rakha Mine after nearly 24 years is expected to strengthen India’s copper supply chain, reduce dependence on imports, and support the government’s goal of achieving greater self-reliance in base metal production. HCL, India’s only vertically integrated copper producer, sees this as a key step in scaling up production and meeting the rising demand from power, infrastructure, and defence sectors.

Government’s Commitment to Mining Sector
DC Karn Satyarthi termed the lease execution as evidence of the State’s commitment to promote mining under strict environmental compliance while ensuring benefits for local communities. Officials said the project would catalyse further investments in Jharkhand’s mineral economy and consolidate its role as a leading contributor to India’s mining output.
