The Jharkhand Cabinet, under the leadership of Chief Minister Hemant Soren, approved 24 key proposals in the Cabinet Meeting, held today at Project Bhawan, Ranchi. The Jharkhand Cabinet approved several key proposals related to education, infrastructure, law and order, disaster management, and welfare initiatives. Below is the list of major decisions taken in today’s Cabinet meeting.

Below Proposals are Approved
Restructuring of Binod Bihari Mahto Koyalanchal University, Dhanbad: Approval for academic and non-academic post restructuring in the university and its constituent colleges.
Amendment to University Statutes: Approval for amendment in the Amended Statute for Appointment, Promotion & Cadre Structure of Non-Teaching Staffs (7th CPC Pay Matrix Level 02–08) and in the Statutes on Minimum Qualifications for Appointment of Teachers and Academic Staff (UGC Regulations 2018).
Compulsory Retirement Approvals: Post-facto approval for the compulsory retirement of Shri Laxman Prasad (District & Additional Sessions Judge-cum-Special Judge, ACB, Chaibasa) and Shri Taufiq Ahmad (Under Secretary-cum-Legal Advisor, Department of Law).

First Supplementary Budget (FY 2025–26): Post-facto approval granted for the first supplementary expenditure statement for the financial year 2025–26.
Enhanced Administrative Expense for Anganwadi Centres: Under Mission Saksham Anganwadi and Poshan 2.0, annual administrative expenditure per Anganwadi Centre increased from Rs. 2,000 to Rs. 8,000.
Women Helpline Implementation: Approval of implementation guidelines under the centrally sponsored Mission Shakti – Women Helpline Scheme.
Relaxation in Treasury Code Rule 261(b): Approval for relaxation to allow direct operation of P.L. Account for grant/disbursement to recognised sports federations and state sports units under Jharkhand Sports Policy 2022.
Platinum Jubilee Celebration of Jharkhand High Court: Advance sanction of Rs. 1 crore from the State Contingency Fund for the High Court’s Platinum Jubilee event.

Procurement of 207 ALS Ambulances: Approval for Rs. 103.5 crores to strengthen referral services in remote areas under the State Plan (FY 2025–26).
Free Textbooks for 9th to 12th Class Students: Amendment replacing J.C.E.R.T. with Jharkhand Education Project Council (J.E.P.C.) as the implementing agency for procurement and printing of free textbooks for government and minority secondary schools.
DA and DR Hike for Employees and Pensioners: State government employees and pensioners to receive 58% Dearness Allowance/Dearness Relief effective from 1st July 2025.
Municipal Election Reservation and Amendment: Approval for implementation of recommendations by the Dedicated Commission for Backward Classes regarding reservation percentage in municipal elections and amendments to Jharkhand Municipal Election and Petition Rules, 2012.
Science Laboratories in 480 Schools: Approval to establish science laboratories in 480 government secondary and higher secondary schools across the state.

State Disaster Mitigation Fund (SDMF): Approval to draw Rs. 166.8 crores (Centre share Rs. 125.2 crores + State share Rs. 41.6 crores) from the Jharkhand Contingency Fund under the 15th Finance Commission’s recommendations.
Amendment in Civil Procedure Code References: Approval to replace the term Registered Post with Speed Post under Sections 122 and 126 of the Code of Civil Procedure, 1908.
Upgradation of Government Women’s Polytechnic, Jamshedpur: Administrative approval of Rs. 55.14 crores for new building construction and renovation to develop it as a State-of-the-Art Institution.

Revised Estimate for Tardih Barrage Project, Godda: Administrative approval for the revised estimate of Rs. 31.65 crores.
Legal Representation Fund: Advance sanction of Rs. 2 crore from the State Contingency Fund for legal representation of government cases in Jharkhand High Court and the Supreme Court.
Vehicle Procurement for Law and Order: Approval of Rs. 78.5 crores for the purchase of 628 four-wheelers and 849 two-wheelers for police stations to strengthen law enforcement and patrolling.
Hosting of 4th SAAF Senior Athletics Championship 2025: Approval of MoU between the Directorate of Sports & Youth Affairs, Jharkhand and the Athletics Federation of India (AFI) to host the international event in Ranchi.
