Jharkhand Governor Santosh Kumar Gangwar on Tuesday approved the MSME (Special Exemption) Bill, 2025, clearing the way for a new industrial policy framework that removes multiple procedural barriers for small and medium enterprises. The Bill, passed during the Assembly’s monsoon session on 26th August 2025, seeks to simplify the process of establishing and operating industrial units by reducing mandatory permissions and inspections.

Bill Removes Approval Hurdles, Introduces Single-Window System
According to a Raj Bhavan statement, the legislation provides exemptions from several regulatory requirements that previously delayed project execution for MSMEs. All licensing and clearance related services will now be integrated into a single window platform to cut paperwork and bring faster turnaround for industrial proposals. The government expects the reform to encourage entrepreneurs, enable quicker unit setup, and support a more business-friendly environment.

Move Aimed at Attract Investment and Expanding MSME Base
Officials said the new law is designed to accelerate MSME led industrialisation in Jharkhand and attract private capital, especially in districts that have lagged in manufacturing activity. The sector is seen as a key source of employment generation and local value addition. The Bill marks one of the State’s most significant policy relaxations in recent years, aimed at placing Jharkhand among states offering competitive ease-of-doing-business norms.
